What Hotel Star Ratings Mean for Umrah (and What They Don’t)

Star ratings describe a hotel’s facilities and service, not its distance from the Haram. Why listings for the same Makkah hotel can show 4 or 5 stars, what “or similar” means, and what to compare instead.

Quick answers

Does a 5-star hotel mean it is close to the Haram?
No. Stars describe facilities and service. Some 5-star hotels are a shuttle ride away, and some 4-star hotels are a short walk.
Who classifies hotels in Saudi Arabia?
Hotels are licensed and classified by Saudi Arabia’s Ministry of Tourism. Brands and booking sites also show their own star labels, which do not always match.
Why do listings show different stars for the same hotel?
Brand pages, booking sites and package operators use different sources and update them at different times. Accor, for example, shows both 4 and 5 stars for some of its Makkah hotels.

A hotel’s star rating tells you about its facilities and service: lobby, restaurants, room fittings, housekeeping. It tells you nothing about how far the hotel is from the Haram, which is usually the most important factor for Umrah. Use stars as a rough guide to comfort, then compare the route, the room and what is included.

Who sets star ratings

In Saudi Arabia, hotels are licensed and classified by the Ministry of Tourism. Separately, hotel brands, booking sites and package operators display their own star labels. They do not always agree, and they are not always current, so treat any single label as a starting point rather than a fact.

When listings disagree

We found this while researching our own hotel profiles in October 2026:

  • Pullman ZamZam Makkah appears as 4 stars in one Accor listing and in Accor’s list of 5-star Makkah hotels.
  • Swissôtel Al Maqam is shown with both 4 and 5 stars on Accor pages.
  • Pullman Zamzam Madina is described as 5-star on its official site, while one Accor page shows “1 star”, almost certainly an error.

So if one quote says “4-star” and another “5-star” for the same hotel, neither is necessarily wrong. Compare the named hotel, not the label.

What stars usually mean for Umrah hotels

LabelWhat it usually suggestsWhat it does not tell you
3-starSimpler rooms and lobby, limited restaurants, breakfast may be basic or excludedWhether it is a short walk or a shuttle ride
4-starComfortable rooms, several restaurants, more servicesElevator capacity at prayer times
5-starLarger hotels, suites, multiple restaurants, conciergeRoom size in quad sharing, or whether your room has a view

Stars and distance are separate questions

Large, highly rated hotels exist both beside the Haram and kilometers away. voco Makkah, part of IHG, is about 1.5 km from the Haram with shuttle access according to IHG, while Clock Tower hotels face the plazas. A family with elderly parents may be better off in a simpler hotel close by than a grand one far out. Read choosing a Makkah hotel.

The brands you will see

HotelBrand familyHow the brand describes access
Swissôtel MakkahAccorIn the Clock Tower complex, direct elevator to Haram level
Pullman ZamZam MakkahAccorIn the Clock Tower complex, immediate access to the mosque
Hilton Suites Jabal OmarHiltonAcross the street from the King Fahd and King Abdullah gates
voco MakkahIHGAbout 1.5 km away, shuttle via Kudai Parking
InterContinental Dar Al ImanIHGIn the courtyard area of the Prophet’s Mosque

Two of these are international brands at very different distances, which is the point: the brand and star label tell you what the hotel is like inside, not how you will reach the mosque.

What to compare instead

  1. The route: exit, gate, slopes, shuttle or walk
  2. The room: occupancy, bed types, size, floor
  3. Elevators: capacity and floor at prayer times
  4. Meals: what your rate includes
  5. Accessibility: step-free routes and accessible rooms, confirmed
  6. Recent condition: renovation status, which some hotels note (Accor says Swissôtel Al Maqam was renewed in 2025)

Room size and stars

Highly rated hotels next to the Haram often have smaller standard rooms than hotels farther out, because space there is scarce and in demand. A quad in a central tower can feel tight. If room size matters, ask for it in square meters or feet, or ask whether your room is a standard room with extra beds.

Reading listings and reviews

  • Check the date of reviews; renovations and management changes make old ones misleading
  • Look for comments on elevators, air conditioning, cleanliness and noise
  • Separate complaints about the hotel from complaints about seasonal crowds
  • Match room names to the brand’s official page, since booking sites rename rooms
  • Treat view photos with care; they usually show a specific suite, not every room

When stars do matter

Stars become more relevant on longer stays, in hot months when air conditioning and room comfort count, for families who spend time in the room, and when you want reliable breakfast in the hotel. They are a tiebreaker between hotels with similar routes, not a substitute for one. If two hotels offer the same route and similar rooms, the better-rated one is often worth a modest premium; if one is much closer, proximity usually wins.

“Or similar” and substitutions

Many packages name a hotel “or similar”. That lets the operator move you to another hotel of a similar label, which may be farther away or on a different side of the mosque. Ask:

  • What minimum standard and maximum distance does a substitute have to meet?
  • Will you tell me before travel if the hotel changes?
  • Can I decline a substitute, and what happens then?

The tiers that packages use, such as economy or luxury, are explained in economy vs premium vs luxury Umrah.

Hotel details here are summarized from each hotel’s official pages, reviewed in October 2026, and are attributed to the hotel. Facilities, shuttles and access routes change, and listing a hotel does not mean we hold rooms there. Confirm anything that matters to you in writing before you book.

Frequently asked questions

Is a 3-star hotel acceptable for Umrah?

For many travelers, yes, if it is clean, safe and the route to the mosque suits your group. You will spend most of your time in the mosque.

What does “5-star or similar” mean in a package?

That the operator may substitute another hotel it considers equivalent. Ask what distance and room standard a substitute must meet and whether you can decline it.

Are international brands better?

They are more predictable in service and booking systems, and publish more details. Well-run local hotels can be just as comfortable and closer. Compare the route and room first.

Do star ratings cover accessibility?

Not in a way you can rely on. Ask directly about step-free routes, accessible rooms and elevators.

Can I choose five-star hotels?

Yes. Several international brands operate in Makkah and Madinah, including hotels beside the mosque courtyards, and we can quote any of them when rooms are available. Star ratings describe the building and services, not the walk, so a five-star hotel can still be a shuttle ride away. Our guide to what hotel star ratings mean explains the difference, and luxury Umrah shows sample journeys.
